Parallel Offset Tool

You set the behavior of the tool in the tool's dialog:

Interactive means you will determine the offset by dragging the cursor. If this is not selected, you type the desired offset.

To use the tool, you click on the object to be offset and move the cursor in the direction you want the offset to occur.
