Pop-Out Tool Palettes
The tool palettes often contain several tools in each row.

These are called 'pop-out' tool palettes. Click on a tool, pause briefly and the tool row will pop out. Then move the mouse to the new tool that you want and release the mouse.

As you can see, this is just like using a menu.
