The WildTools Line tool allows you to do tangent and perpendicular snapping to and from rotated ellipses and Bézier curves. (Purists among you already know that a perpendicular to a curve is properly known as 'normal to'--which means 'perpendicular to at a point of tangency'. Please forgive us for calling it 'perpendicular'.)
