The locomotive

 

 

This is the steam engine's boiler.

 

 

This is a horizontal fire tube boiler.

There are many small boiler tubes that run the length of the boiler. Water is on the outside of the small pipes but constrained by the overall cylinder. Fire is drawn from the firebox, on the left, through pipes and is routed out through a stack. Once steam is up, it is used to create a draft which makes a hotter and more efficient fire. Also, waste steam from the exhausting cylinders can be directed up through the stack which gives that pulsing, alive, smoking stack that appeals to everyone.
