An alternative is to add a regular key to invoke Zoomer. You can do this in PowerCADD Preferences > Commands > Misc > XTNL Misc > Zoomer Command.
I have tried this with the "Z" key (which is normally used for the Swipe command) and it seems to overcome the problem even on an old iMac.

It seems to work fine (slightly slower than the native Mojave version) except Zoomer is hit or miss. Have you had any issues with Zommer on your setup?
